If you believe DHR has violated your rights, ignored your concerns, or caused harm to your family, you have the right to file a complaint. This page explains how to report issues at the county, state, and government levels in Alabama.
1. File a Complaint with Your County DHR Office
This is the first step. Every county has its own DHR office with a director.
Find your county office here:
https://dhr.alabama.gov/county-office-contact/
- Write down the address, phone number, and director’s name
- Send a written complaint with names, dates, and details
- Request a formal response in writing
2. Alabama DHR State Office (Central Office)
If the county ignores you or mishandles your case, escalate to the state office.
Mailing Address:
Alabama DHR State Office
50 Ripley Street
Montgomery, AL 36130
Phone: (334) 242-1310
Website: https://dhr.alabama.gov
Mark your envelope or email: “Child Welfare Complaint – Attn: Division Director”
3. File a Complaint with the Governor’s Office
If you feel ignored or retaliated against, you can report directly to the Governor of Alabama.
Online Form:
https://governor.alabama.gov/contact/
Phone: (334) 242-7100
Choose “Constituent Services” and describe your experience clearly. List names, dates, and how your rights were violated.
4. Report Abuse or Fraud to the Inspector General
If your complaint involves fraud, abuse of funds, or civil rights violations:
U.S. Dept. of Health & Human Services – Office of Inspector General (OIG)
File online: https://oig.hhs.gov/fraud/report-fraud/
Include that your case involves CPS or Title IV-E child welfare funding.
5. Contact Your Elected Officials
If you’ve filed complaints and still received no help, reach out to your state legislators or U.S. representative.
Find your elected officials here:
https://www.usa.gov/elected-officials
Send a short, respectful letter explaining what happened and requesting their help in getting your case reviewed.
Final Reminder
Always keep a copy of anything you send. Save emails, letters, names of who you spoke to, and dates. If possible, send complaints by certified mail or email with confirmation.
Your voice matters. The more families who speak up, the harder it becomes to ignore the truth.
